COMPREHENSIVE POLICY MANAGEMENT SERVICES

​Policy-making is a top priority of any school board’s governance responsibility. The board policies put in place should comply with current Indiana and federal laws and reflect the educational values of the school corporation and the community.

ISBA’s Comprehensive Policy Management Services (CPMS) can aid in monitoring your school corporation’s need for new, revised or updated policies. ISBA also provides consultation services to determine if new policies developed by your school board are legal and where they should be in your policy manual. This written policy manual defines the course of action for your school board and school corporation.

ISBA can provide your school corporation with professional assistance in monitoring and presenting information on new legislation, administrative regulations, court decisions, and actions of the school board.
 
Free Policy Services through ISBA Membership
Through your school corporation’s membership, ISBA provides legal review of individual board policies, answers questions related to policy development, and distributes sample policies on required topics and special or current needed topics. ISBA distributes its required policy list and sample policies upon request.
With your membership, you will also receive the “Policy Advisor” column included in the quarterly publication, The Journal, and emails about required policy updates.
 
Comprehensive Policy Management Service ($700 per year)
ISBA offers comprehensive policy updates through a yearly subscription that allows your school corporation to consult with ISBA on policy development. We customize policies to your corporation’s needs. Below is a detailed description of the Policy Update Service.

Quarterly Report & Policy Updates
Through a subscription to the CPMS policy update service, ISBA will add your school corporation to our CPMS subscriber list so that you receive, by email, a quarterly policy update and newsletter called the CPMS Quarterly Report. This includes in-depth information on policy topics and contains sample policies on individual topics.
Policy Evaluation, Customization, & Manual Coding
ISBA will consult with your school corporation and evaluate your current policies to determine the necessary updates. We offer full customization of policies to ensure your school corporation meets required legal mandates and your local educational philosophy. We will also work with your school corporation to create policies on individual topics upon request.

An effective policy manual should contain a table of contents for the manual, and each chapter, and an index of all policies adopted by the school board. When reviewing or customizing your policies, ISBA can also provide policy manual coding to create ease of access to and organization of policy topics. Upon subscribing, your school corporation will receive the ISBA policy code, tables of content, and index for organizing your local policy manual.
Policy Lists
Upon subscribing, your school corporation will be sent a current list of Required policies and sample policies along with the Essential and Discretionary lists that may be relevant to the needs of the school corporation. The Required list will be updated at least once a year to include the Indiana General Assembly and U.S Congress mandated policies and updates.
Consultation
In addition to customizing policies, ISBA will hold quarterly Zoom video conferencing meetings to talk with corporation representatives about the CPMS Quarterly Report. Additional electronic meetings may be held upon request. Subscribers also have the opportunity to meet face-to-face with ISBA once per year. Additional meetings will take place upon request for an additional fee of $200 per meeting plus mileage.

Policy Training
ISBA offers one training session per year to ensure your board members and administrators are knowledgeable on policy development and understand their roles in the policy development process.
Additional Needs
If a special topic or need arises, ISBA will consult with your school corporation and customize a policy upon request. On the occasion of a specific policy topic or need due to federal or state actions, case law, or other similar circumstances, a more in-depth guidance document will be sent to subscribers with information on topic and policy options with sample policies than is sent to the ISBA membership. Upon request by the subscriber, ISBA will consult with subscriber representatives on the policy topic and options and/or customize the policy. In addition to the policies sent out above, ISBA will review, draft, and customize policies as requested – up to 15 per year. The fee for each additional policy (beyond the 15) is $50.
​Services with Additional Charges
BoardDocs PL Policy Console Connection - $600 per year
  • ISBA offers the cloud-based connection that supports online governance solutions through BoardDocs. This system allows ISBA and your school corporation to share and manage your board policy documents from an online console.
    • Set-up Charge - $1000. This one-time fee would cover importing policies and other documents from the corporation subscriber to the BoardDocs PL. This includes web hosting for the policy manual on the school corporation website through BoardDocs provided iframes.
    • No additional charge for current BoardDocs LT and Pro Subscribers

Additional Face-to-Face Consultation - $200 per meeting + mileage
  • School corporations can request additional face-to-face meetings as needed. Each additional meeting will be outside of the scope of the Policy Update Service and require a $200 fee plus the cost of mileage.

Additional Policy Customization - $50 per policy
  • Per the request of the subscriber, ISBA will review, draft, and customize up to 15 additional policies per year. Each additional policy after 15 policies will be $50.
A la Carte Options
If your school corporation does not wish to subscribe to the Policy Update Service, ISBA offers a la carte options for policy development.

Policy Manual Coding - $250
  • ISBA will provide to non-subscriber school corporations the ISBA policy manual Tables of Contents for a policy manual and Individual Chapters, the Policy Manual Index, the Essential Policy List, and the Discretionary Policy List.

​Board/Administrative Team Training - $200 per training session plus mileage
ISBA will train your school board and administrators on policy development and their roles.
